In order to consolidate the sustained efforts made by the Chamber of Counselors to promote and foster pluralistic public debate on pressing social issues, particularly those related to its constitutional missions and also in relation to the specificities of its unique and diversified composition, the Chamber is organizing on Monday, July 24, 2023, the activities of the inaugural session of the Parliamentary Forum of Professional Chambers under the theme "Professional Chambers and the Challenges of Investment".

The organization of this forum is part of the practical implementation by the Chamber of Counselors of its institutional responsibility in monitoring the major reform projects launched by His Majesty King Mohammed VI in various fields, and in response to royal directives calling for the anchoring of a new perspective in promoting the roles of professional chambers.

Through this unprecedented initiative, the Chamber aims to contribute to the effective engagement of professional chambers in the development of strategic plans and choices regarding their activities at the national, regional, and local levels, in parallel with their participation in the work of the boards of directors of public enterprises active in the sectors they represent, as well as those under agencies and offices managing facilities and public services in their territorial jurisdiction, in addition to their participation, in accordance with the law, in the councils of universities and regional academies of education and training and vocational training establishments.

This parliamentary forum is expected to provide strong impetus for professional chambers to enhance their presence and strengthen their role in the success of royal workshops related to the generalization of social protection and aiming to integrate all target categories in this ambitious project, and to constitute a propositional force for decision-makers and a support for the development of entrepreneurship and the generalization of the principles of good governance and modern professional practices.

There is no doubt that the discussions led by the various stakeholders will allow participatory definition of the difficulties still preventing professional chambers from fully fulfilling their advisory and representative functions, in order to visualize a new paradigm aiming to make professional chambers a lever for investment and economic and social development within the framework of national and local institutional construction.

In order to achieve the set objectives, the forum proceedings will take place in an opening session, during which the President of the Chamber of Counselors, the Minister Delegate to the Head of Government in charge of relations with Parliament, in lieu of the Head of Government, and the President of the Economic and Social Council will speak, followed by a plenary session devoted to presenting the interventions of the relevant ministerial sectors and the presidents of the universities of the professional chambers. Then, four simultaneous thematic workshops will be held immediately afterwards, covering the areas of interest of the four categories of professional chambers as follows:

  • Thematic workshop on "Challenges in promoting the industrial, commercial, and service sectors and integrating the informal sector".
  • Thematic workshop on "Collective agriculture and establishing an innovative approach to the marketing of agricultural products and the generalization of social protection for the benefit of farmers: essential inputs for the implementation of the Green Generation strategy".
  • Thematic workshop on "The current situation and prospects of the maritime fishing sector and the challenges of economic and social development".
  • Thematic workshop on "Challenges and prospects for the qualification of the traditional industry sector and strengthening its contribution to development".
