Speaker of the House of Councillors

 The Speaker is the legal representative of the House and its official spokesperson, and is also the authorizer of its expenditures and collector of its resources. He is the official interlocutor concerning the relations of the Chamber with third parties. All correspondence to the Government, to all institutions and constitutional bodies and to the rest of the people is addressed in his name.

The Speaker is elected by secret ballot if an absolute majority of suffrages cast by the members of the House is obtained in the first round, otherwise a second round is held, in which the election is carried out by relative majority, among the two candidates who obtained the greatest number of votes in the first round.

The Speaker of the House oversees the management of the House and its bodies, and disposes of all the powers and prerogatives necessary for the normal functioning of the House, while taking into account the competences reserved to the Board and other bodies of the House.

Mr. Mohamed was born on October 29, 1978, in Laayoune. He pursued his higher education at Mohammed V University, where he obtained a bachelor's degree in public law. He currently holds the position of Chairman and CEO of an economic holding specialized in the industrial and service sectors.

He entered politics at a young age, joining the Istiqlal Party, where he was elected to the party's central committee in 2008.

Mr. Mohamed has also gained the trust of the representatives of the Laayoune-Sakia El Hamra region, being elected as a parliamentary councillor for three consecutive terms since 2009. During this period, he chaired the Economic Development Committee of the Laayoune-Sakia El Hamra Regional Council.

He was elected as a member of the Chamber of Commerce, Industry, and Services of the Laayoune-Sakia El Hamra region for two terms, from 2009 to 2021, in the industry sector.

During the 16th National Congress of the Istiqlal Party in 2012, he was elected to the executive committee for three consecutive terms, assuming national responsibility for the party's organizations, structures, and associations up to the present day.

In 2015, he was elected First Vice-President of the Laayoune Municipal Council, a position he still holds.

He is also a member of the board of directors of the Al Omrane South Group and a founding member and manager of several socially responsible enterprises.

In 2019, he assumed the presidency of a foundation dedicated to social affairs, charity, and sustainable development in the Laayoune province.
